CBL Training Focuses on Electronic Payments Regulations and Inspections

A specialised training programme targeting employees of the Central Bank of Libya is being held in Tripoli from 25 to 29 October 2026. The programme aims to strengthen their capacities in financial technology (FinTech), with a focus on developing regulatory frameworks and supervisory mechanisms for electronic payment companies. The programme was officially opened by Mr. Tarek Ashour, Director of the Payments and Settlements Department at the Central Bank of Libya.

The programme consists of two main tracks. The first focuses on developing and updating electronic payment regulations by reviewing existing rules, identifying areas for improvement, and drafting clearer regulations that better address the sector’s needs.

The second track focuses on enhancing inspection procedures for electronic payment companies, covering the preparation and implementation of on-site inspections, as well as report writing, documentation of findings, and follow-up on observations.

The programme aims to produce draft electronic payment regulations and develop a practical inspection manual for electronic payment companies, supporting the work of Central Bank of Libya staff and strengthening oversight of the sector.

This programme is part of Component 4 of the EU4Skills project, implemented by Expertise France in cooperation with Libyan partners, funded by the European Union and co-financed by the French Government. The project aims to develop banking and financial skills and strengthen the capacities of Libyan institutions in line with labour market needs, while promoting financial inclusion in Libya.
