As part of its commitment to supporting Libya’s transition towards a greener and more sustainable economy, the EU4Skills project continues to foster partnerships that strengthen technical and vocational education in emerging sectors. Recognizing the growing importance of renewable energy in Libya’s economic future, the project is working with national partners to equip trainees and trainers with the skills needed to support the country’s green transition.

On 13 May 2026, Expertise France, through the EU4Skills project, signed an implementation agreement with the Petroleum Training and Qualifying Institute – Sabha, affiliated with the National Oil Corporation (NOC). The agreement establishes a framework for cooperation to develop practical training programmes in renewable energy, combining theoretical instruction with hands-on learning to strengthen the technical capacities of students and trainers. The signing ceremony brought together representatives from the National Oil Corporation, the Petroleum Training and Qualifying Institute – Sabha, the Delegation of the European Union to Libya, and Expertise France, reaffirming their shared commitment to investing in Libya’s future workforce.

The partnership was translated into action with the launch of a specialised renewable energy training programme held in Tripoli from 31 May to 11 June 2026, hosted by the Libyan Center for Solar Energy Research and Studies. The programme targeted 13 third-year students and four trainers from the Petroleum Training and Qualifying Institute – Sebha and combined classroom instruction with practical applications. Participants received training in photovoltaic and solar thermal systems, occupational health and safety, simulation software, renewable energy policies, green hydrogen production and storage, fuel cell technologies, and energy auditing in accordance with ISO 50002 standards.

The programme concluded with a three-day field exercise during which participants designed and installed an 18 kWp solar-powered water pumping system, allowing them to apply the knowledge and skills acquired throughout the training in a real-world setting. The initiative also strengthened the capacities of the institute’s trainers, ensuring that expertise can continue to be transferred to future cohorts of students and contribute to the long-term sustainability of renewable energy education in Libya.

Through its collaboration with the National Oil Corporation and the Petroleum Training and Qualifying Institute – Sabha, EU4Skills continues to support the development of specialized technical skills that respond to the needs of the green economy. By investing in institutional partnerships and practical capacity building, the project contributes to preparing a new generation of professionals capable of supporting Libya’s transition towards sustainable energy and economic diversification.
