Supporting the Central Bank of Libya to Develop and Implement a National Financial Literacy Initiative
As part of its efforts to strengthen Libya’s financial sector and support the development of inclusive financial services, EU4Skills continues to implement capacity-building activities targeting key financial institutions. Through its support to the Institute of Banking and Financial Training Studies (IBTFS) and its collaboration with the Central Bank of Libya (CBL), the project is contributing to the development of institutional capacities needed to advance financial education and literacy initiatives in Libya.
The initiative began with the institutional capacity-building programme for IBTFS, aimed at strengthening the institute’s role as a centre for professional development within Libya’s banking sector. Implemented through several stages, the programme focuses on enhancing training governance, developing training programmes, strengthening quality assurance mechanisms, improving e-learning approaches, and building the capacity of trainers.
As part of this support, an IBTFS delegation participated in a study tour to Cairo from 22 to 24 June 2026, visiting the Egyptian Banking Institute (EBI) to exchange expertise and explore best practices in the management of banking training institutions. The visit covered key areas including training needs assessment, programme design, Train-the-Trainer (ToT) approaches, e-learning systems, and quality assurance. These exchanges are supporting IBTFS in strengthening its institutional model and enhancing its ability to deliver specialised training programmes for Libya’s financial sector.
Building on this institutional foundation, EU4Skills is supporting the Central Bank of Libya in empowering the capacities required to implement the National Financial Inclusion Strategy 2025–2029, which aims to expand access to safe, affordable, and accessible financial services while supporting a more inclusive financial ecosystem in Libya. Financial literacy represents a key component of this broader vision by improving citizens’ understanding of financial services and encouraging informed financial decision-making.
To support this work, EU4Skills is mobilising regional financial experts to bring knowledge and experience in developing financial literacy initiatives and strengthening institutional approaches to financial education. This cooperation enables Libyan stakeholders to benefit from regional expertise and international best practices while adapting approaches to the Libyan context.
Through these combined efforts, EU4Skills is supporting both institutional strengthening and knowledge transfer within Libya’s financial sector. By developing the capacities of IBTFS, supporting the Central Bank of Libya, and facilitating regional exchange, the project contributes to building the foundations for a more inclusive, resilient, and modern financial system.
These activities form part of the EU4Skills project, funded by the European Union, co-funded by the French Government, and implemented by Expertise France in partnership with Libyan institutions.
