Technical Meeting at the Ministry of Higher Education to Review the Outcomes of Training Programs Implemented under the EU4Skills Project
A technical meeting was held on Sunday 12 July 2026, at the Ministry of Higher Education and Scientific Research to review trainees’ projects and the outcomes of training programs implemented under the EU4Skills project. The meeting was attended by H.E. Dr. Mohamed Ahmed Al-Dbeib, Minister of Higher Education and Scientific Research; Mr. Frédéric Vincent, Cooperation Attaché at the French Embassy; Mr. Mohamed Al-Aswad, Deputy Programme Director at Expertise France, alongside several ministry officials, academic staff members, training programme participants, and representatives of Expertise France Libya.
The meeting featured a review of the main results and outputs of the training programmes, which included the Executive Programme for Developing the Capacities of the Ministry of Higher Education and Scientific Research’s staff, the intensive Power BI Data Analysis programme, and the Training of Trainers programme aimed at developing curricula in the fields of green economy and information technology. The meeting also included a presentation of the National Framework for Enhancing the Employability of Education Outcomes in Libya.
Participants also discussed the tools, knowledge, and expertise acquired through these programmes, as well as mechanisms for applying them within their institutions. These efforts contribute to enhancing institutional performance, supporting the development of the higher education system, and improving graduates’ readiness to meet labour market requirements in Libya.
The meeting concluded with the recognition of participants and the distribution of training certificates, reaffirming the importance of building upon the outcomes of these training programmes and ensuring the sustainability of their impact. This contributes to strengthening the higher education system and aligning it with labour market needs and Libya’s development requirements.
This activity is implemented under the EU4Skills project, funded by the European Union, with a financial contribution from the French Government, in partnership with Libyan institutions. The project aims to bridge the skills gap and enhance employability, particularly in the fields of green and blue economies and digital transformation.
