Study Tour to Cairo to Strengthen Banking Training and Institutional Capacity Development in Libya

A study tour to Cairo was organized from 22 to 24 June 2026 for a delegation from the Institute of Banking Training and Financial Studies (IBTFS), as part of Phase II of the institute’s institutional development programme.

The study tour aimed to strengthen knowledge exchange with the Egyptian Banking Institute (EBI) and explore best practices in training needs assessment, training programme design, quality assurance, e-learning, and Train-the-Trainer (ToT) approaches. These efforts support the institute’s capacity development and enhance its role in building and qualifying banking and financial professionals in Libya.

The programme also included technical meetings with Oracle FLEXCUBE and Temenos to explore opportunities for cooperation in core banking systems training and the development of specialized technical skills for banking sector professionals.

This study tour is part of the EU4Skills project, funded by the European Union with a financial contribution from the French Government and implemented by Expertise France in partnership with Libyan institutions. The project aims to enhance employability and develop graduates’ skills through support for higher education reform, technical and vocational education and training, digital transformation, and financial inclusion in Libya.
