Program Director – Expertise France in Libya

Mohamed Alaswad

Deputy programs director – Expertise France in Libya

Mohamed has a master’s degree in Entrepreneurship Management and Innovation from the University of Bath, UK. He has gained more than 40 years of experience in senior governmental positions in the Libyan public central and regional governance, policies, science, technology and innovation strategies and entrepreneurship. He is currently the deputy programs director of Expertise France in Libya, focusing on economic and financial governance and private sector development.

Sohaib Sbeta

Chief of Component – EU4SKILLS project

Sohaib Sbeta is a Project Manager at Expertise France. He joined the team in 2020 as the manager of the LIBUS platform, significantly improving its visibility. He then took on the role of Chief of Component 4 in the EU4PSL project, where he successfully facilitated the creation of the first Junior Enterprises in Libya across eight universities.

Sohaib is PRINCE2 certified and has a proven track record of delivering impactful projects. His work on the E-NABLE project further highlights his abilities, as he enhanced PPP capacities in Libya and facilitated the development of the National Special Economic Zones and Transit trade strategy.

Sohaib is now leading component one in EU4SKILLS, focusing on Employability governance and mechanisms.

Essia Enard

Chief of Component – EU4SKILLS project

After five years of work in the private sector, Essia joined the Tunisian agency of Business France network and worked on the development of SME’S. After that, she joined Expertise France as chief of component of the SLEIDSE and EU4PSL projects and was involved in the development of entrepreneurship value chains, the creation of innovative tools to accompany entrepreneurs, and the expansion of cooperation and partnerships with an objective of inclusive economic development in Libya.

Today, Essia is leading the second component of the EU4Skills project focusing on driving business growth through digital transformation.

Yosra Bennagi

Chief of Component – EU4SKILLS project

Yosra joined Expertise France as a project manager to lead the establishment of Namaa Tamweel, the first microfinance institution in Libya. Previously, she worked at the Central bank of Libya, Libya Africa Investment portfolio and the African Development Bank. Before that, she worked in the Oil and gas sector for five years. Yosra has a master’s degree in international business and marketing, as well as a bachelor’s degree in engineering. She is now leading the third component of EU4Skills, focusing on promoting skills in green and blue economies.

Ayoub Kraima

Chief of Component – EU4SKILLS project

With over 13 years of experience in banking, business development, and project management, Ayoub has worked across diverse markets. He holds a Master’s in Finance, a Bachelor’s in Business Administration, and certifications in Financial Services Advice and Investment Funds. Most recently, Ayoub served as a Portfolio Manager at the Royal Bank of Canada, managing a portfolio of 150 SMEs. He is now leading the financial inclusion component of EU4Skills, focusing on building the capacities of financial institutions in Libya and enhancing access to Finance for SMEs.

Sarah Belamin

Communication Manager – Expertise France in Libya

Experienced Communication Manager with a strong background in networking, communications, and content creation. Sarah has a proven track record of success in driving impactful communication strategies and building strong community engagement.

Previously, Sarah served as the Communications Officer and Community Manager at Stream Business Incubator in Tripoli, where she successfully cultivated a vibrant online and offline community. Her subsequent role as Communications Manager for Expertise’ France Libya further showcased her ability to design and implement impactful campaigns that effectively promote organizational activities. She is also an entrepreneur running her own businesses in Tripoli.

Cyril Kohler

MEAL Coordinator – Expertise France in Libya & Tunis

Cyril has a water engineering degree and a specialization in project management. He has worked for more than 8 years as a technical advisor and coordinator of health projects related to WASH, in the humanitarian field (emergency and development) as well as in the private sector. He has also been developing the One Health approach in Tunisia for the past two years. As a project management specialist, he is currently supporting Expertise France Libya on the MEAL component of its activities.

Oussama Jebali

MEAL Officer – EU4SKILLS project

As a seasoned MEAL Manager, Oussama brings a wealth of experience and a proven track record in driving organizational success through rigorous MEAL practices. With nine years in the field, He is deeply committed to leveraging insights garnered from monitoring, evaluation, research, and learning to propel projects toward their objectives. Beyond monitoring and evaluation, Oussama champions a culture of continuous learning and adaptation within organizations and he is poised to drive transformative change and deliver measurable results in his role as a MEAL Manager.

Saleh Almistiri

Consultant – EU4SKILLS project

Saleh Almstiri has more than ten years of experience working in the financial sector. He worked for five years at Nuran Bank as a Money Market Trader and is a certified Financial Markets Association dealer.

Saleh’s educational background includes a bachelor’s degree in International Business Management and a master’s degree in Business and Accounting, both of which are gained from Oxford Brookes University.

Since 2017, Saleh’s role with Expertise France was dedicated to supporting Libyan financial institutions to become operationally efficient, deliver better services, and/or develop new products with the aim of improving local SMEs’ opportunities in accessing financial services.

Mohamed Aribi

National Coordinator – EU4SKILLS project

Mohamed has a master’s degree in Business Management from the University of Tripoli. He has more than 12 years of experience working in economic institutions such as the Ministry of Economy, the Ministry of Planning and the Libyan Local Investment and Development Fund.

Mohamed now is working as a national expert for the EU4SKILLS project mobilizing his skills and network to facilitate work with our Libyan partners on the ground.

Sharif Almoghrabi

National Coordinator – EU4SKILLS project

Sharif is a business management graduate with four years of hands-on logistics and admin experience. He is now a national coordinator for the EU4Skills project utilizing his skills in supply chain management and operations and bringing a strategic approach to optimising business processes within Expertise France in Libya.

Anwaar Aljornazi

Communication Assistant

With four years of experience in content creation, Anwaar has successfully promoted social awareness and community engagement through developmental and advocacy campaigns. She believes in continuous learning and improvement, consistently applying this mindset to her work. Anwaar excels in developing communication strategies, producing impactful media content, and supporting project coordination and management, always striving for meaningful results aligned with organizational goals.

Houda Manani

Logistics and Security Manager

Houda is a seasoned logistics and security professional with over 10 years of experience working with non-governmental organizations (NGOs). She joined Expertise France in 2019 as a logistics officer and was promoted to logistics and security manager for the Libya program in 2022.

Her expertise includes managing the logistics of complex events, with a proven ability to oversee multiple operations simultaneously. she excels in adapting to challenging and fast-paced situations.

Hela Ben Salah

Admin and Finance Manager

Hela has worked for more than 20 years in the private sector and for several NGOs on regional projects in the MENA region, where she was responsible for administrative and financial monitoring. She has a master’s degree in financial management and accounting and a master’s degree in project management. She joined the Expertise France Libya team in 2022 as Finance and Administration Manager for EF projects in Libya. She is responsible for monitoring contracts, payments and the budget for all EF projects in Libya.
