E-nable: Innovative Approach for a Resilient Libyan Economy
The European Union funded this three-year project and entrusted Expertise France with its implementation. The overall objective of the project is to improve the capacities of key economic institutions for sustainable, diversified, and digital economic recovery to institutionalize the private sector’s economic growth with the support of both private and public sector organizations.
E-nable consisted of three main components which are closely linked in terms of the objectives and activities:
- strengthening the capacities of the Ministry of Economy and Trade and related stakeholders in designing public policies for economic diversification.
- Contributing to leveraging digital innovations for inclusive and sustainable development in Libya.
- Encouraging financial institutions to extend credit to the private sector and provide financial tools and solutions to SMEs.

EU4PSL
EU4PSL: European Union for Private Sector Development
EU4PSL is a project financed by the European Union and implemented by Expertise France. It worked on the improvement of Libya’s business environment in order to generate economic growth and job opportunities in particular for the youth and women. It involved government authorities, civil society organizations and entrepreneurs.
In particular, it aimed at:
- Strengthening the capacities of Libya institutions to encourage economic development.
- Supporting civil society organizations working on youth’s and women’s economic empowerment and start-up entrepreneurship.
- Improving access to finance for MSMEs and start-ups, including innovative financial tools and microfinance.

SLEIDSE
SLEIDSE: Support to Libya for Economic Integration, Diversification and Sustainable Employment
SLEIDSE project is a 4-year technical assistance programme that has been entrusted by the European Union to Expertise France, the French technical cooperation agency, under an indirect management delegation agreement.
The ultimate aim of the SLEIDSE programme is to promote the development of a dynamic and diversified MSME sector in all regions of Libya, capable of creating employment and livelihoods for Libyans, and in particular for women and youth, through widely accessible and relevant MSME support services. The programme relied on 3 main components which aimed at:
- Disseminating the Entrepreneurship Culture
- Improving support services to MSMEs all over Libya
- Improving access to finance for MSMEs
