Enhancing Institutional Capabilities in Libya’s Financial Leasing Sector
As part of the activities of the EU4Skills project, funded by the European Union in partnership with the French government and implemented by Expertise France in Libya, a specialized training program on financial leasing was launched today in Tripoli. The program will run for four days, from 12 to 15 January 2026.
The program was opened by Dr. Abdulatif Al-Tunsi, Deputy Director of the Human Resources Department at the Central Bank of Libya, in the presence of members of the High Committee for Financial Leasing at the Central Bank of Libya. The program is being delivered under the supervision of financial experts from Egypt, with the participation of the Financial Leasing team at the Central Bank of Libya and representatives from several commercial banks.
The training focuses on strengthening institutional and supervisory capacities in the field of financial leasing by addressing the legal and regulatory framework, supervision and oversight mechanisms (both on-site and off-site), financial statement analysis, risk management, as well as regional best practices, governance of leasing finance companies, and financial consumer protection.
The program includes practical applications, case studies, and simulations of on-site inspection procedures for financial leasing companies, contributing to the enhancement of institutional skills and capacities within Libya’s banking sector, supporting the development of this vital activity, and reinforcing its role in financing small and medium enterprises and supporting economic development in Libya.
