Workshop to Develop the Operational and Organizational Frameworks for Career Guidance and Employability Offices
A three-day intensive workshop was held in Tunis from 15 to 17 December 2025, dedicated to transforming the strategic framework for Career Guidance and Employability Offices into clear, practical, and applicable operational models within universities and technical institutes across Libya.
This workshop comes as a continuation of the previous session, during which the strategic framework for graduate employability offices was identified as one of the key outcomes. The workshop brought together a group of officials and experts from the Ministries of Higher Education and Technical and Vocational Education, several Libyan universities, and partner institutions.
Over the course of three days, participants worked with the expert Dr. Amira Guermazi on developing the operational frameworks for the Career Guidance and Employability Offices. The sessions included presenting proposed organizational structures and defining internal roles and responsibilities. The workshop also focused on designing an integrated monitoring and evaluation (M&E) system to ensure service quality, sustainability, and alignment with the National Employability Enhancement Strategy.
The workshop concluded with an agreed practical roadmap outlining the next steps toward adopting the operational and organizational frameworks, as well as identifying capacity-building needs and the technical support required to activate these offices at both institutional and national levels.
These efforts fall within the EU4SKILLS project, funded by the European Union in partnership with the French government and implemented by Expertise France to strengthen employment governance, align education outcomes with labor market needs, and support a diversified, digital, and sustainable economy in Libya.
