Over two days, on 12 and 13 September 2026, the seventh workshop of the Libyan Digital Innovation Lab was held, building on the work carried out during previous workshops and continuing efforts to support digital transformation and enhance employability in Libya.

The workshop focused on reviewing the “Qudrat” skills assessment platform, developed by the Libyan Digital Innovation Lab, based on the results of user testing. Participants discussed the platform’s strengths, as well as areas where further improvements could be made.

The workshop also addressed the final steps for launching the national Digital Index, explored the most effective ways to promote and raise awareness of the index, and most importantly marked the launch of the “Digital Jobs and Skills Framework” in Libya, which aims to establish a unified reference framework for digital skills, drawing on the French methodology for classifying occupations and professions “ROME”.

The workshop brought together members of the Libyan Digital Innovation Lab, representatives of various institutions, including the General Information Authority, the Ministry of Technical and Vocational Education, and Libya Telecom and Technology, as well as representatives from a number of public and private universities, experts, and other relevant stakeholders. Together, they contributed to developing tools that respond to the needs of the Libyan labour market and the evolving requirements of the digital economy.

This initiative is part of the EU4SKILLS project, funded by the European Union and co-funded by the French Government and implemented by Expertise France to build the capacity of national institutions and support economic development in Libya.
