Applied Training Program to Strengthen Electronic Payments and Oversight Capacities at the Central Bank of Libya

As part of the activities of the EU4SKILLS project, an applied training program was launched to strengthen the capacities of electronic payments, oversight, and supervision teams at the Central Bank of Libya. The program spans four days of training sessions and discussions, from 26 to 29 January 2026. It is organized by Expertise France in cooperation with the Central Bank of Libya, under the fourth component dedicated to supporting the financial sector.

The training program was inaugurated by Mr.Tarek Ashour, Director of the Payments and Settlements Department at the Central Bank of Libya, in the presence of Mr.Maxime Bost, Programs Director at Expertise France, Mr. Mohamed Alaswed, Deputy Programs Director, and Mr. Ayoub Kraima, Chief of the Financial Inclusion Component at the project.

The training, delivered by experts and specialists from the Central Bank of Jordan, targeted 18 staff members from the departments of Banking and Currency Supervision, Payments and Settlements, and Legal Affairs. It focused on strengthening practical and applied understanding of the legal, regulatory, and operational frameworks governing electronic payment systems and services, as well as oversight and supervision, cybersecurity, financial technology (FinTech), and the fight against financial crimes.

This program comes as part of efforts to support the Central Bank of Libya in developing a modern and secure payment system and strengthening financial governance, contributing to the creation of a more efficient, inclusive, and sustainable financial sector in Libya, in line with the objectives of the EU4SKILLS project, funded by the European Union in partnership with the government of France and implemented by Expertise France in Libya.
